I know you've already watched all of these but still gonna comment on your commentary for this one lol. But yeah, Effie isn't being fake. In the books, she even says to Katniss and Peeta that at least they have table manners, and last year's kids just ate with their hands. This is because Peeta was born in the more wealthy part of the district, and so was Katniss' mother, so they both were taught those things. Other people in 12 don't find those things important, since half of them are starving anyway. After Effie says this tho, Katniss starts eating with her hands instead lol
