Bill & Ted's Excellent Adventure isn't *good*, per se. It's fine. It's fun. Time-travelling teens build a travelling band of historical figures to help them ace their final history report. The movie is absurd and strange and has a good heart, which is exactly what it needs to work.
The first few minutes of Bill & Ted's Bogus Journey don't prime you to expect anything different. The guys are having some difficulty becoming the best musicians ever because they, well, suck, but hey--barring a futuristic invasion, there's nothing some more time shenanigans won't solve.
Then they go to hell.
Let me say that again.

...Which it turns out is exactly what this movie needed, too.
Bogus Journey goes off the deep end, even by Bill & Ted standards. The Easter Bunny becomes a figure of horror beyond measure. Former classmate Missy marries yet another dad. Death becomes a travelling companion after losing a game of Twister. God thinks Bill and Ted are cool. Martian butts are complimented. Lest we forget, the duo literally go to Hell...but it all works, somehow.
Bill & Ted's Bogus Journey isn't 'just' another lighthearted adventure movie. It is somewhat lighthearted, and it is an adventure, but Bogus Journey reveals that these two incredibly goofy leads can be more than that. The tonal whiplash from movie to movie serves a purpose. It's an analysis. A sermon.
A message that two kind people in an uncaring environment can spread more totally radical vibes than anyone would consider, expect, or imagine.
