For the very end there, Turbo Granny wasn't saying that the Evil Eye is faster than her, she's saying that EE is faster than Okarun, because Okarun isn't using her power properly. I think of it like this - you have a Stradivarius Violin. You give it to a professional violinist, you get a perfectly played Flight of the Bumble Bee. Give the same violin to an intermediate violin student, and you might get a good Canon in D. It's the same violin but the intermediate student doesn't know how to use it as well as the pro - hasn't developed the same skills, the same mind frame to approach something as crazy fast as Flight of the Bumble Bee Same with Okarun and Turbo Granny. We haven't seen Okarun actually sit and think about the 'how' of using Turbo Granny's top speed beyond "I launch myself at the thing full tilt and hopefully that does it." It's like he's getting lost in how fast he's going so he's not thinking about how he might be able to do even more things while going that fast. Still thinking of doing things at normal human speeds versus supernatural speeds.

Like, what they do - it's a little mean and teasing, but by being there on Momo's first day, they can help her start off her shift in her normal "you wanna go?" punk self instead of super nervous and self conscious. They brought Okarun because they think he'd appreciate Momo in a maid costume (and they'd get to laugh a bit at Momo getting flustered). And! They are trying to get this Momo/Okarun romance thing going! This was totally a set up for ONE OF THEM to finally make some kind of move! (Also, I headcanon that they left her a great tip for putting up with their antics)
