Actually he does. In Alabasta he even tells Vivi that he can tell something is wrong. The thing is Luffy is only VERY loosely tethered to the past, but also equally as loosely tethered to the future. His future is to become the King of the Pirates because in the past he was expired to be such, but everything else between then and him achieving it is all about literally RIGHT NOW. He applies that same mentality to the people around him. Nami, he understands she needs help but waits for her to ask in that moment. We even see him reject knowledge of the past and future first by him just dismissing Nami telling him he doesn't even know what's going on with a "Nope", and second by ONLY AFTER marching on Arlong Park and punching down the massive gate, ask "Ok now which one of you is Arlong?" Chopper, he just outright ignores his ties to his past just telling him to "shut up and let's go" Robin, at Enies Lobby he hears about her past but only cares enough to come to the conclusion that right NOW the world government is her enemy. He also rejects knowing the future because again like with Nami he tells Sniper King "Shoot down that flag" ( and I would like to point out he puts out that order as nonchalantly as he asks Brook to join the crew ) and then tells them to "BRING IT ON!" before he even gets to Robin to answer him about what she wants her future to be

"Heartfelt conversation" and "emotional support for past trauma" aren't really in Luffy's wheelhouse. Luffy is very explicitly a Man Of Action. It's why we're never privvy to his internal monologue. So he was never going to be the guy to have some kind of emotionally mature interaction with Hancock about her experience as a slave. He just doesn't have the required level of introspection.
