If we being real, The Tenkaichi Budokai tournament is a tournament in the commercial sense, not in strict nature. Its the reason why finalists are given hella leeway just so the fight can end in a climatic manner, as stated by the announcer. Hell, even when Roshi KO'ed Krillin, he technically walked out before they finished counting but Toriyama himself is aware of this and has Roshi state "don't even bother with the 10 count, he's not getting up"
