At this point whatever asylum Juli's been in must just have downgraded from 'keep in room' to 'just make sure she doesn't do anything permanent'

Friend of the page Telokey felt inspired to write a nice little bit of prose to go with it, check out their other work if you like it:
"To be fair," Juli said, sounding almost unamused. Yet not even she could hide the mischievous undertone in her voice as she took a few steps closer to the white tiger woman squirming and spinning about in her limited mobility. "Who is crazier? The inmate witch who stole your uniform?"
"Gnnngh!" Terra grunted, trying to call for help around the bit currently pulled tight behind her fangs. Where had this patient of hers even gotten that from!? Maybe she really was a witch, and the claims of being one that had gotten her locked up in the first place were true?
"Or the dumb tiger who thought she could stop her?" Juli finished, now pressing into Terra's back. The white tiger shivered. Both at having her former patient so close to her, and at the fact that she was currently in a rather nippy cell with only her shorts on.
"Don't worry. I'm sure someone will come around and find you. Maybe. Or think you're a patient. You the kind of girl that usually sticks to the wall? Are you a wallflower? A garden variety wallflower?"
Terra could only grunt in response. She was afraid what this shark would do if she called for help again...
"Let's hope someone notices you're missing. unless you're not really well liked here. Then they might just pencil you in. You could be the class pet or something. I don't know, I'll be long gone by the time that comes around." Juli shrugged, pulling out her bone wand before giving it a wave. Terra's eyes widened ever so slightly as etheral feathers were conjured into existence, already beginning to float towards her raised foot.
"You know in books and stuff, a lot of people think mental patients just sit in a room and giggle to themselves all day. So hey, who am I to try and break that stereotype?" "Nngh! Dnn't ymm dngre!" Terra squeaked, shaking her head.
"Um... yeah. I don't really do gag talk. Or, I do. I'm just way too lazy to try and run a translation on that. So here you go. Have a laugh or something." Juli gave another wave of her wand, and the feathers were upon Terra. She grit her teeth, biting down on the gag as she desperately tried to resist the tickling sensation at first. But magic feathers were generally designed purely for the tickle fetishist to have a fun time. So alas, not even Terra could withstand it, and soon she was laughing uncontrollably. Deciding her work was done now, Juli exited her former padded cell, giving out a sigh of relief. Soon she'd be back outside, wreaking havoc in the most fun way she knew.
