Yes, this means the demi-god prisoner. There are multiple reasons for the Prisoner's imprisonment. The one he would share is that this world needed a guardian. He's not willing to share more. Although I'll reveal a bit more when the Warden asks him. Her kingdom and order was set up to be a stable prison made for him. The artifacts gifted and training given were made by the Prisoner's group. The followers of Aristaeus, the god of honey, husbandry, and cultivation.
