Luna needs both hands to do some sort of mundane task Like talking on a phone or getting a snack from a fridge. So she places Finn in the waistband of her hip for safe keeping. Another idea is Luna pampering Finn by giving him a bath in a teacup. Or reverse it and have a normal size Finn giving a tiny Luna a bath.
