Interesting idea, politically. He also implied that that internal conflict was helped along on purpose. 2. Willie said the tens of millions of titans were in the walls. It looked like you turned away for a sec. That's technically possible because we saw that titan in the wall at the end of season 1 and Hange wondered if all of the walls had titans in them. We also know Annie's hardening and the wall are made from the same thing from early season 2. Then, we know from season 3, a titan ability could have made the walls. So we have enough info to think it could actually be possible.
