Creatures existing based on rumors is actually not all that uncommon in anime. I'm not sure if it's a real thing, but I've see a few anime where that's the case and where their strength is dependant on the amount of people who believe in them. And if people aren't talking about them or don't believe in them, they don't exist or become weak.
