One of the guys on the couch was also in Stranger Things, working at the arcade in season 2 and at the video store in season 3. If you remember from Fallout 3, you get some lore that sentient ghouls love sugar bombs, alcohol and drugs. It staves off the effects of turning. That's why he is binging. It doesn't effect him like he would if he was still human. I do love the little nods to the games, but you're seeing those because it is canon. Literally, Todd Howard himself, creator of Fallout 3, 4, and 76, says it is canon. People can disagree all they want but when the maker of the games says this is part of the Fallout universe, that overrides all criticism to the contrary.
