Process:
1. Art: Paint tool SAI
2. Core animation: Adobe After Effects
3. Editing: Adobe After Effects
The files are an absolute MESS and you'd need a rather good computer to render playback, especially in the second half of the video where the background has a crazy amount of mirroring.
Unfortunately I could not include "the cae.avi" which is just the above gif but as a 80MB file (for some reason) however it luckily is not apart of the core animation, which also applies to a few other files which are just rendered versions of the full animation itself.
Audio is not altered either, the final version was just pitched down with Audacity which is rather easy to do.
