The vintage look is probably the Photoshop GIF export compression. I've noticed that in such GIFs most 3D renders have even more the anime look and that is probably because of grainy dither and on top of that the color pallete is more restrictive (just like the 80 / 90's anime had) Would be cool if After Effects had a tool that would mimic PS GIF settings tho :D.

Sorry for asking, but how do you get the vintage look? Do you make it in After Effects and if so, how do you do it? And how do you get these glowing and flickering lights in the eyes?
