This episode is one of the first hints you see that the rest of the world hates eldians too. Even though they are fighting Marley, the marleyans use eldians as titan weapons.

2023-12-14 17:29:02 +0000 UTC(Note: I don't think I'm spoiling anything major, but my head gets mixed up on when each titan "rule" was explained so if I let something minor slip, forgive me in advance) - It's been four years between S3 and S4, the nine years they were referring to factors in the five years Reiner, Bertholdt, Annie were on the island being trained and all of S1-3 adventures. So Reiner and them aren't on the brink of death yet (at least as of the beginning of the episode), they still have a little fuel. - FF7's lifestream is actually not a bad comparison to the connection that the Eldians have. - I honestly can't recall if the Eldians had a plan worked out before season 3 ended about passing Eren, Armin, etc's titans on eventually. Without any more access to the titan fluid right now they literally can't make the dumb titan to eat the shifter, and they only just found out about the 13 year rule (although they did find out four years ago). But rest assured there's still much more in the way of politics before we're all done.
