McDowell from Negima and Usagi Tsukino from Sailor Moon. Asuna Kagurazaka has magic cancel that can cancel any magic or ki on contact and even negate magic/ki infused regeneration and immortality. Evangeline is a vampire mage with ice magic and magia ereba. Her ice magic can reach onto absolute zero. She can even create an Ensis Exsequens energy blade from her arms just like Vegito which has devastating transmuting effects on slicing. Her regeneration and Krystalline Basilea (Queen of Ice) form is where she shines. And Usagi as Sailor Moon isn't just strong, but she has ridiculous hax abilities.
