But I did enjoy finally allowing Bex to be saved. In the beginning she leaves him because she didn't know what to do or how to help, and because Mike was slipping and unsaveable. Now he is the one doing the saving, and asking her to leave not because he doesn't care about what happens to himself, but because he has finally relearned how to care about what happens to others. BOLD STRATEGY COTTON let's see if it pays off

Official answer is no he doesn't. He's just finally started to understand and respond to what LEVi is feeling (ie having some goddamn empathy for once). But from a technical standpoint no, nobody understand what everyone is saying except for Bex and the Processor (you could argue that Kalla/Processor in the recent scenes can understand LEVi in a literal sense, but doesn't have the empathy to understand him emotionally.)
