Pennywise is everywhere, all around, all over town, he doesn't just eat children he prefers them but also it's cause he needs the adults to continue to populate the town. He can create illusions as well as mess with the layout of the town in this specific episode the layout of the sewers was changed the separate people and confuse them while they were afraid. Jack amazing call on him being Matty. He keeps the town crazy to spark an augury event to stock up for his rest that's what the keepers were talking about and that's why he makes the town aggressive and crazy. He was that creepy prison guard in the window when Hank was getting on the bus to Shawshank. Good call McKay on the boys fighting and no one doing anything that's also the reason kids go missing and no one bats an eye really. Also Bill Skars is back playing Pennywise. Also the chick Ingrid (i think that's her name) she is married to the Butcher at the Butcher shop from the first or second episode. that is all i can say, you guys should go back and watch these movies as well as The Shining. There are some more books/movies that are connected to this but those are the direct ones.
