When the Sea Train was built, the tracks were above the waterline, but now they're basically at the same level. Water 7 itself was said to originally have more layers, but those were now submerged due to the rising Aqua Laguna. Wano has an ancient city that lies below the water. Most recently, when Lulusia was destroyed by Inu and the Mother Flame, it was said that the sea levels rose rather than fell. Most importantly, the World Nobles and the Elders live on top of the Red Line - the highest point in the world. They always knew.

They actually have really good synergy in the manga and don't seem to have egos regarding their accomplishments (as soon as Mars mentions Vegapunk tricked them they all spring into action), which makes sense considering how long they've likely worked together, so I'm not sure why that's here.

Getting bit by the horse was in the manga (where the horse was a lot smaller) but faceplanting into the dirt as if he was knocked unconscious was not. He was also a hell of a lot faster in the manga as well, but that's to be expected.
