PAs generally have permission to open mail because it's part of their job, but I'd expect that it would generally be written in to their contract and might exclude mail marked, for example, "PERSONAL" or "PRIVATE AND CONFIDENTIAL"...although even then it might have a caveat for "unless it's obviously from the bank" or something.
