Benjamin proposes a town with high tides that submerge part of the town.
DireSquirrel proposes a Norwegian-style viking farm.

A little late to chip in on this but it reminds me of those houses in Upper Michigan that have 2nd entrances on the upper floors for when the snow gets too deep.
