Air raid alarms are used for more than air raid earning. They are officially called something like civil defence alarm. They are tested in Germany and Austria on fixed days of the month. Never heard it in Spain, and lived there a bunch. In fact, if you come to Germany on the right day, you might soil your pants. In my village, the firemen use it to call them to the station. Funfact, the civil defence app uses the tone (if you want). It going off on a small telephone cell almost managed to have me soil my pants

I don't know how it is in most places, but my electric bill is split into a basic service fee and a usage fee. Theoretically, the basic service fee covers the cost of the grid, and the usage fee covers the cost of production. Reality might be a little different with things like rotating mass and standby production requirements; but if on-site solar causes grid costs to be shifted to other customers substantially, then the basic service fee needs to go up and the usage fee down.
