As it implies there may be more "skyclad" magicals out there, and doing their own (recruiting) things, just that they're not as obvious as Penny is with their own nudity. Or it's just a teaser/header page and not connected to continuity in any meaningful way. But the boob flash earlier would tend to dispute that.
