Two, she's impishly teasing Penny, inviting her to 'have a closer look' - part of the language and body language of seduction we've seen the Shopkeeper using. Three, she can see the text boxes - I'm sure she knows she has an audience. So she's also doing the tug for us exhibitionism fans out here.
