Ah... finally, I get to work on some new girls!
This would be Bliss, one of the Matriarch's daughters. Her extra pair of arms were inherited from her father's side - a Simic biomancer - and her exotic appearance has allowed her to gain a following based on Kaladeshi superstition.
Bliss heads up a cult, where she is worshiped as a kind of messianic figure, and she's been a thorn in the side of the Bosomancer's business on Kaladesh because of her teachings. She promotes sexual restraint for her followers, and often tries to win over customers and employees from Trinket's brothel.
The whole sexual restraint thing is a ruse, though, as she uses her faithful to breed her own demon offspring. Bliss does this by participating in the consummation of marriages between her cult members, where she first has sex with the groom, taking his seed into her womb. She then changes to her succubus form and makes love to the bride, impregnating her with the corrupted seed of her new husband.
And so, their children are "blessed by the great mother," a reference to the Matriarch, herself.
