More on the upcoming $50 tier

Due to the nature of it this tier, it will have a limited number of members, 5 available spots for now. It will work in a first come first served rotational way: each month I will draw one of the pledger's requests in the order they started pledging. If someone stops pledging, the patron who came after them takes their place, and so on (e.g. If the first one stopped pledging the second person moves to 1st place and whoever signs up new would be 3rd, 4th... )
On the 1st of each month I'll be contacting the pledger who has the turn that month.
I'm not very confident in this explanation, so please feel free to ask in the comments if anything is unclear ^^'

I think he means there will be 1 person per month, and the 5 slots on the tier kind of functions as a waiting list.
