The "stills" version exists even for these two episodes (since that's what I watched), weirdly they don't have the same runtime as the animated ones. The best part of this episode was the fight scene since it had about 10 subtitles in a row to describe what was happening :)

I see Alex Bennett beat me to the punch explaining that the reason these two episodes were animated was that they were completely missing, apart from audio recordings made off-air by fans at the time, while the other 4 episodes remained in the archives or were recovered. So there's no rotoscoping, unless the animators recorded some of their own movements for reference-- which they might have, I have no idea. To my taste these two episodes are the worst-animated of all the missing that have been replaced by animation, and the problem is the artistic choices, not the budget or (it seems) amount of effort. It's the weird cuts and the incomprehensible staging that y'all mentioned which bring it down, and the strange character designs and movements. For the latter, I think they were attempting to make it *look* like photographs of the characters, but the end result was a plunge into the uncanny valley. For line art animation, simpler character designs would have served them better. There are other animated replacement episodes that are clearly lower budget, with animation so limited that they aren't much more than static sprites sliding across the background, and yet which work much better at actually communicating the story. They've gotten confident enough in the animation that they now animate whole serials even when some live-action episodes remain. On the DVD releases, they always have the option to either watch animation all the way through, or watch the animation only for missing episodes, and live action for those that exist. I don't know what options will exist on whatever source the Gallifrey Gals are using, but since y'all are always interested in the actors' performances, and in the direction/production choices, I'll give you a heads up to keep a sharp eye out and make sure you get live action whenever there's a choice. (If nowhere else, you'll always be able to see surviving live action episodes if you pick up a DVD or Blu-ray release rather than streaming.)

The BBC wiped the original broadcast tapes between 1967 and 1969 while BBC Enterprises destroyed their copies in 1972. a privet film collector returned a copy of episode 6 in 1982 while episodes 1 to 3 and a second copy of episode 6 where returned by the Cyprus Broadcasting Corporation in 1984 unfortunately their copies of episodes 4 and 5 are believed to have been destroyed during the 1974 Turkish invasion of Cyprus. the VHS release simply had Carole Ann Ford tell viewers what happened in the missing episodes. the story was released as a audio in 2006 narrated by Carole Ann Ford. with the animation being made in 2013 by Planet 55 and Big Finish and is not one that is very liked thou was only the second ever animation of missing episodes after the invasion from 2006. stating with The Power of the Daleks in 2016 they started animating full stories and with The Faceless Ones completely abandoned mixing live action and animation by animating even the existing episodes. the only exception's being the 4th doctor story Shada that was never finished due to a strike in 1979 and completed as a movie using animation in 2017 rereleased as 6 episodes in 2021 and The Web of Fear rising only episode 3 and animated in 2021 it is also by far the worst one the BBC has done.
