If a horse is owned by a regional horse owner, than the horse CAN'T compete in nationals no matter the performance. If a horse owner from the regional wanted their horse to compete in the nationals, the only possible way is to SELL their horse to another horse owner from the nationals. So basically there is no way for a horse owner in the regional to compete at national level without selling their horse. As for the rider, technically it is possible for a regional rider to join the nationals after taking a series of test, but in reality they made the transfer tests so hard that it is literally impossible to pass no matter how good you are.
