the only characters that do that are black knife player, and player malenia i dont think they will be making those for other characters at all in the future.

if you mean to just have the weapon, you can download a mod that replaces Eleonora's Poleblade, you cant change it's state, but you get the model of Rakuyo in it's dual state as a replacement

in stage 1 you can change rakuyo to its dual blade mode, and use certain attacks that arent available in stage 2 and 3. in terms of controler e and x are pushing in left stick, and holding the X/Y/Square button depending on what controller your using. In stage 1 pushing in the stick alone causes her to swap rakuyo's state from dual wield to dual blade and vice versa. holding the X/Y/Square button and pushing in the stick does a slash down and swaps its state as well. holding the button down and hitting the X/Y/Square button while in dual blade state causes her to shoot her gun and swap back to dual wield
