In the same vein as TLOU2's workbench scare and the mimic, the way jump scares are used in Condemned 1 really stuck with me. The game takes a mundane, normally safe, and most importantly repeated task like opening a locker or climbing a ladder and has an enemy jump out at you one time earlyish in your playthrough. Something in the player's head reclassifies that task from safe to unsafe, and every time after that when you're scavenging or climbing you're bracing for it to happen again, which it never does. The tension from that one scare lingers with you for hours afterwards, it absolutely elevates the horror.
