Crown of the Unfathomable Depths: Art (PNGs)

Continuing my love of the darkened depths for Patreon Week.

I really wanted something that represented a Ruler to me, and all that it entailed. Trying to crush everything into a single item that could Inspire a legend. While pretty on level with the Ring of Winter, this might cross into artifact as both are rather close to call.

Description:

This crown holds mastercrafted wrought iron shaped to resemble tendrils of kelp within the seas. At its center is an amber that was carved to fit a sliver of the same iron to form a lidless eye. While it lacks the decoration of a conventional crown, the cold aura and unfathomable age of this construction commands one thing. Authority.

Tabs:

• The user gains a swim speed of 40ft, and can Breath Underwater.
• They are able to cast the Water Breathing spell once Daily and the Waterwalk spell freely, both without consuming a spell slot.
• Resilient Skin: The user is able to choose between Cold or Lightning Resistance. They are able to change this resistance over the course of a Long Rest.
• Voice of the Throne: The user is able to communicate with any creature that has a Swimming Speed, as if they speak the same language. If submerged in water, the user has Advantage on Charisma Checks with the creature.
• Authority: While submerged, if the user hits a creature with a weapon attack, as a Reaction they can push the target 15ft from them and add 1d8 Bludgeoning damage to the blow.
• Wrath of the Tempest: As an Action, the user magically creates three bolts of lightning, each of which can strike a target the user can see within 120ft. A target must make a DC:17 Dexterity saving throw, taking 4d10 Lightning damage on a failed save, or half as much damage on a successful one. Once used, this feature cannot be used again until the next Dusk.
• Liquid Traversal: While submerged, the user is able to cloak themselves and up to 6 others in a sphere of water, casting the Teleport spell with a destination of any Body of Water (pond or larger) that they have visited previously. If they have visited the location in the past month, it is considered a Permanent Circle. Once used, this feature cannot be used again until the next Dusk.
