If there was a spring attached with movement limiters, would it open and close?

I don't think so. This is not that robust.

Not sure if the coil would be rated for continuous duty otherwise I would consider it a lock of some sort. Possibly for a door closer

I had no idea the laminations where insulated. thanks Fran that explains my dynaflow filter motor died in the 70s. I had one that was cooked a few times and prob melted the lacquer

I've never seen a rotary output like this, but have seen (and used) AC solenoids many times. The inline versions were quite common on older automatic washing machines, used to shift between agitate, spin, pump, etc. The shading coil is to maintain pull between cycles of the line; without it they have a tendency to hum very loudly!
