I see there is a missing button, the button that was used for those who were lying about their weight. Try using Microsoft www.bing.ca there is some info to be found there about the chips.

The dial reader is likely a quadrature encoder that uses 2 optical sensors at an offset, this would allow it to count ticks on the dial but also direction. Either one of the CD chips is a quadrature counter with A and B inputs instead of UP/DOWN (given the age, maybe not), or one CD chip is a quadrature decoder and the other is a standard up-down counter. Quadrature decoders and counters are somewhat special and now rare, single chip magnetic encodes have mostly taken over most use cases.
