That's how I read it too! The way I interpreted her plan was to make the king dependent on her for his fix and she would be queen in practice if not in name, holding his leash and controlling the supply while he's blissed out. "Happiness" in this movie seems to be closely related to naivete and inaction, which would serve her purposes well. (This is assuming the happiness the Bergen feel is the same as the type the trolls display.)

As someone who hasn't seen the movie, I read it as Trolls being like heroin to the Bergen. She avoids getting herself addicted to Troll, but wants to get everyone else hooked so she can be a drug lord.
