That was Tommy that ordered the hit, which is why before the scene Tommy says “I’m not God…not yet” then switches to him getting murdered then it cuts back to Tommy and the episode ends. He was mainly upset because he moved on from being a bookmaker to automotive seller to politician so he felt you know, disrespected he found out that he was gay, used it against him, and because he didn’t feel that was enough he decided to kill him. One of the many times, Tommy doing Tommy things, and which is why he’s followed by so much bad karma
