Dragon King's Harem

The idea is that a big dommy dragon king creates enchanted buttplugs (designed from his own junk of course) that he spreads around the lands. Anyone unfortunate enough to use one is transformed into a twinky dragon harem boy, unconsciously drawn to the king's palace where he will remove the plug and make the transformation final. It's a neat idea and I'd definitely like to revisit it later in the future.
