I do think Cid cares for Oriana but he just misread her going down the regicide parent killer route that's why he felt bad seeing her throw up and pass out yeah maybe she won't fulfill his plans of tyrant he has to stop later but hed probably forget if it went his way and accidentally kill her before the heros party showed up
