Ophis is recruiting various powers to help her take down Great Red, and in return, she grants them power to achieve whatever goals they have. This is why they aren’t really organized. They’re just a collection of people with their own self interests pledging their support to her in return for power Vali saves Issei because he’s a battle maniac. Issei impressed him when they fought, so now he views him as a potential rival. He wants him to keep growing stronger to give him a legendary showdown between the Red and White Dragon Emperors
