I am pretty sure that is just how it is intended. Iirc the first game worked the same. You dont lose likes towards the connection levels though from my experience. The game just only lets you get one star max per delivery (outside of unlocking the location as the first star reward is putting them on the network) and will cap out before the next star is obtained but it still remembers the progress towards the connection level and making another delivery no matter how small will let it jump up to where it should be
