TLS 0.40.0 Release

I'm apprehensive releasing this one. I feel like to balance/test this to the level I'd like, I'd need to take a week to make and/or update a bunch of different saves, and I don't feel good about that use of time. I think crowd-sourcing balance will be faster, just be aware that some details of this might be sketchy. 

So play with caution! I really need to take a nap, but then I will be back in case there are any game-breaking issues. Also going to have to put off updating forums and things until a bit later.

TLS 0.40.0

 - New content finishing the Council of Gawnfall.

 - One new scene.

 - Misc fixes on previous sections in preparation for the Steam release.

TLS 0.40.1

 - Not a very major update, just the fade bug and minor things reported so far.

TLS 0.40.2

 - More cleanup.

TLS 0.40.3

 - Mostly invisible stuff, but it includes some serious oversights fixed.

Some thoughts for those inclined to give balance feedback:

  - I suspect that making a deal with Kerannii does not sufficiently impact the Esmera and Kerannii variables. This was not my intention.

  - I think the first new vote is probably too easy, if anything.

  - The last two votes are meant to be the culmination of your previous choices this summit, something that informs previous decisions and makes perfect optimization more difficult. I suspect they don't go far enough in this.

  - The final issues phase was meant to be your reward for optimizing influence expenditure, but I don't want even a perfectly optimized game to be able to choose everything. 

Unrelated to that, I'll note that this update includes some worldbuilding information you may not have expected. I have been waiting to reveal this since before the very first update of TLS, so I hope people don't mind it. When I was thinking about what the world of TLS would fundamentally be, this was one of my core ideas. This is also the explanation for every single plot hole or inconsistency. XP
