I think the show tries to tell us that Gotham itself is such a corrupt and dreadful place, that even the lawful, good upstanding citizens like Gordon are always on the verge of giving in to the unlawful, but better options, options a police officer should not/can not do. And so in the end it is no wonder, but a rather necessity that people/creatures like Batman emerge, to do what the police simply can't without crossing borders. But it doesn't want to point your nose directly to it, rather taking it slowly through actions, showing the gradually downfall of gotham itself, (almost like a descent into madness, but this time the city not the people).

Keating Hall is visible when he goes into the van. Natalie Alyn Lind (Silver St.Cloud) has two sisters, one of which is Emily Alyn Lind who appeared in the TV show 'Revenge' as 'Young Amanda Clarke'. Someone else who has appeared in 'Revenge' was Tommy Flanagan (Tom the Knife), who in the show played a character called Malcolm Black. The name Silver gives as the Wayne's killer is "M. Malone". "Matches" Malone is an alias used by Batman to infiltrate the underworld. Nygma tells Lee she needs to go to a street named Grundy, to find Gordon. Solomon Grundy is a villain in the Batman comics.
