As pointless as it is to theorise about the ending of the thing because it's intentionally ambiguous I think it does point to the strengths of the writing and acting that there are multiple valid points you can look at in favour of either or neither of them being the thing.

The only reason why Austria and Germany aren't the same country is because when they were making Germany they decided not to include Austria because the Austrian empire had too many yucky non-german people in it's territories.
