In regards to blues music, the space between notes or the choice to put notes together or in succession of each other is what we call scales, most common in blues being the pentatonic scale. Saying someone or a group of people 'own' the concept of putting notes together in a certain fashion is a stretch. Not mentioned here but in Asian culture they take their shoes off in someone's home due to cleanliness and respect for the residence. Am I stealing culture by taking my shoes off? I don't think any one person or group can own an activity, habit, or a pursuit of art.
