I'm not sure how Gen III AI works, but seems like Encore might work for Steven instead of Thunderbolt. If you can just wait for Skarmory to use Spikes (or even Steel Wing or Aerial Ace), then lock it into that then setup with Bulk Up, you should be able to KO with Brick Break. Could also lock Claydol into Reflect/Light Screen, although might not matter at that point. Not sure if Encore causes AI to swap though, so this might not work. Could also see use for this in the Elite 4, locking Dusclops/Shelgon into Protect, and the Champion if Wailord uses Rain Dance. Although not sure if it's worth the move slot for the Elite 4.
