Hi Isabel,
first of all, welcome and thank you for your question.
When you create shoes or clothes for TS4, you have to use a Mesh model from the game, and this one has restrictions. For exemple, you can't create heels too high or too large, it has to respect the game's limits.
That's why you need to use a Slider for higher heels. It allows you to move your sims up and down in order to adjust him against the ground. Obviously it could create some glitches because it is not normally a part of the game.

Select the shoes, then in front view maintain Left click on the toes and move up or down with your mouse until you find the right position
