Prerelease 4.5.0 --> 5.0.0

So, it's happened again. A prerelease grew large enough that it needed to be upgraded to a major release. This time, it's due to me swapping PRPx for the full PRP, and generally reworking through all the mods that broke precombines in an attempt to modernize the list.

PRP comes in, along with a Tales from the Commonwealth + Beantown Interiors + A Forest +PRP optimisation patch, which forms the backbone of the previs for the modlist now. A handful of mods that broke previsibines had to come out as a result. The biggest casualty here was Fourville, and the rest of Seddon's other mods - all of which unfortunately have previs issues.

As you'd guess, removing this many mods is not save safe.

# 5.0 - Praxinator Gets Upstaged

Praxinator over on the discord has been doing some work on consistency, bugfixes, and sorting for the modlist. Big thanks to him, for doing things I have neither the time or patience to do. But I'm guessing most of you are here for SS2 chpt 3, and not that. Also coming in are a few new content mods I've had had on my todo list for a while, including an overhaul of the mods related to Previsibines for the list, and a few new tools for mcm. My goal is that this will be the last content update for the list for a while.

In other news, I've decided to remove Locky Bastard and Ultimate Hacking- they end up devaluing the perks because players who have mastered the minigames just skip the perks, and the removal of the level gate on higher level content is problematic (e.g. LBPACs changes to Power Armor Obtainability, and Lunar's level gating of loot). I've added lock/terminal bypassing to the perks instead.

With the new MCM settings manager, I'm shipping a LitR default settings that need to be loaded when starting a new game (users in an existing game don't need to do this).

EDIT: I've attached an additional version where I've not swapped out SotS Atom's Storm for the original mod with optimisation patch. I've checked in game and can't actually find any problems with the previs conflicts, so I think it'll be OK, but I could use some more help testing precombines around the glowing sea area, to ensure that there aren't any problems.
