The idea is always great because I'm also a big Motoko fan, but I never watched this series Ghost in the Shell Arise. I will do some research to see some scenes. I loved this idea of making her "submerged in the net" like a digital mermaid!

Because she is my favorite, I must suggest Motoko =P Specifically her younger appearance with blue hair and eyes from the Arise anime series. Water was a big theme in that series, and hacking was visualized almost like she was underwater. I think she would make a cool mermaid! Maybe her tail could be blue~ish like her hair. If I could suggest more than one, I'm sure I could come up with another idea ^^
