So he's a weird like spirit in there that doesn't interact really but all the other users are alive in there because they already passed away. Also Toya couldn't do ice. His body resisted cold better but his power was really strong fire. Which is why Endeavor said he can't be a hero because his body would just hurt itself always. He was trying to protect him from himself but couldn't and his rage boiled over as he lashed out at his family for it.
