Skills leveling system.

As I see, my work causes you mostly positive emotions, so I continue to develop :)
At the moment I am working on the software base of the game. It includes such things as character control, its interaction with the environment, the system of dialogues and quests, inventory, trading system and other necessary trivia. And, including the character skills system. That's about what I want to consult with you.
Firstly, is it necessary in principle? As you remember, in the story Kara is a Jedi Knight, which means a character who already has a certain set of skills. Does it make sense to make them customizable and improvable?
Secondly, if the system of improvements is needed, then by what principle should it work? As you know, in games there are two basic systems for improving skills: the automatic increase of all skills when achieve a certain experience (as in online games) and the accumulation of experience points that the player independently distributes to the necessary skills. Which way do you find most appropriate here?
So your opinions please :)

Earning skills through events sounds good to me

Personally, I'd like to either start with a limited number of skill points that we can use straight away and earn more later, or choose from a limited number of preset backgrounds, with different skills learned before the beginning of the game, and then customize her as we level up
