Scorebars v9.8! - Hitlist Update

Choose a player to be the target and see if they can make it through the tournament without being defeated. Exclusive to the "Scorebars Faithful" Tier, but available to all user for a limited time.

[NEW] - Hitlist: Designate a target player for elimination and see which player collects the bounty on them. Each attacker the target player defeats will increase their bounty.

[NEW] - Partner Badge - Gulag Assassin: Defeated the designated target in an Iron Phist Philly tournament

[QOL] - Fixed a bug where if the standard match type was selected (2/3), it would default to 3 even when not in Winners/Losers/Grand Finals possibly making some things track correctly in some cases.

[QOL] - Slightly changed the order of how some things refresh in the Admin Panel

[QOL] - 3 Badges Removed for now: Usurper, Nocturne and Flutterby Princess.

[QOL] - Made it so if no flags are selected, the space the flag would typically be in is removed, freeing up some space

[QOL] - Adjusted the positioning of player names on the Smash Bros, Requiem White and Requiem Black styles

[QOL] - Updated the StartGG logo on the Admin Panel

[QOL] - Fixed an oversight with certain badges where they would not receive their EXP.
