Would it be worth spending time optimising the efficiency of the vortex generator? There seems to be a lot of wasted energy in the secondary vortices. In my experiments with the dustbin cannons, they seem very efficient giving one single powerful vortex which will travel tens of metres. It may be something to do with their bigger size and Reynolds numbers, so you might have to up your experiment size with a solenoid operated dustbin machine gun canon and a bigger target.
